Overview of Peer Learning Workshops

In order to support the national pilot projects, four peer learning workshops were organised in contrasting European countries; Netherlands, Spain, Italy and Scotland.  These workshops were then supplemented by an additional three workshops in Paris, Brussels and Rome. 

A summary of the seven workshops is provided below:

  • The Netherlands workshop was hosted by the University Medical Centre (UMC) of Utrecht and included case study presentations by several Dutch hospitals including UMC and VU University Medical Center Amsterdam (VU/VUmc) and an energy service company. Most of these were university hospitals that, unlike the majority of hospitals in the Netherlands, are still in the public sector and had collectively made a voluntary commitment to a 30% reduction in energy consumption by 2015. One of the consequences of this target is that the criteria for payback of capital investment have been relaxed and break-even periods of 7-8 years adopted in some cases. This has made a huge difference to what can be achieved in the area of energy efficiency. Investment in RES has a lower priority but there are notable examples of ground source heat pumps in some Dutch hospitals, including UMC Utrecht, which gave the group a very interesting tour of its diverse energy facilities. 

          A country case study is also available for The Netherlands

  • In Spain, the workshop was hosted by the Hospital de Mataró (near Barcelona). This hospital is an important consumer of energy from the district heating system that is known as the Mataro Green Pipe (Tub Verd) because it is powered from water treatment sludge and municipal waste. The group were given a very interesting tour of the Green Pipe facilities and also visited the new Hospital de Mollet, which was designed with a strong focus on eco-construction and sustainable management. This includes several RES features including solar panels and a ground source heat pump system that is one of the biggest in Europe. 

          A country case study is also available for Spain.

  • Italy provided another excellent peer learning workshop and case study visits. This was hosted by the University Hospital of Careggi in the outskirts of Florence. This large hospital is being extensively modernised and extended including a new tri-generation energy centre that will slash both the energy bill and CO2 emissions. The group was also able to visit the award winning Meyer Children’s Hospital, which is a leading European example of both green and patient-centred design. Solar energy and natural daylighting systems have been carefully integrated into the building in a way that enhances its architectural features.

          A country case study is also available for Italy.

  • In Scotland, the peer learning workshop was hosted by Health Facilities Scotland (an agency of the devolved Scottish Government). The group learned about the ambitious political targets to decarbonise the electricity grid by 2030 and thermal energy by 2050. This top-down commitment is influencing all public sector investment with hospitals now required to reduce their use of fossil fuel by 3% every year. Presentations by two contrasting Health Boards (NHS Ayrshire and Arran and NHS Greater Glasgow) allowed the group to appreciate just how challenging it is to achieve such progressive targets in a climate of increasing budget pressures. The group also visited the Girvan Community Hospital to see an onsite wind turbine and a biomass boiler.

         A country case study is also available for Scotland.

  • The Paris workshop in February was organised by the regional health agency for Greater Paris (ARS Ile de France); one of the associate members of the RES-Hospitals project. The ARS is working in partnership with the Assistance Publique – Hospitaux de Paris (AP-HP), which has 37 public hospitals. One of the highlights of the workshop was a visit to the huge 4,000MW district heating system that extends across the whole Paris metropolitan area and provides energy to all of the hospitals in the AP-HP group. The system operator (CPCU) is investing in low carbon energy sources and some 35% of the network is now powered by energy recovery from domestic waste. This will increase to 50% by 2015 through additional investments in biomass, biofuel and geothermal systems. A new district cooling network is also being developed in Paris using water from the River Seine. In addition to the site visit, several French hospitals presented case examples of plans to invest in biomass heating systems both on the hospital site and through partnerships with others. The workshop was also made aware that the University hospitals in France have been developing and sharing comparative energy-related data to highlight opportunities for improvement. This led to some discussion on the positive and negative aspects of biomass as well as the increasing importance of measurement and comparative data to understand what is possible.
  • The EU Sustainable Energy Week in June was a timely opportunity for another workshop in Brussels. This was hosted by the Chambers of Commerce Union of Piedmont. It was aimed at communicating the emerging lessons from the national pilot projects and presenting a pre-publication overview of the Renewable Energy Guide to both internal and external stakeholders. One of the features of the workshop was the open invitation to the European renewable energy associations and representatives of the solar thermal and the photovoltaic industries gave some interesting insights into these developing technologies. The Local Energy Agency (AESS) from the Province of Modena in Italy also provided an interesting case study on how they are using the ELENA (European Local Energy Assistance) programme to facilitate energy-related investment partnerships in the public sector.
  • The final peer learning workshop presented the lessons from the project to an audience of hospital stakeholders from a range of countries. This included the lessons from pilot projects conducted with 18 European hospitals to achieve 50% of energy use from renewable energy sources by 2020 and the development of longer term zero carbon roadmaps. This also included insights from other European projects and advanced activities at national level. The important issue of financing energy efficiency and RES was a key element of the second day where presentations were given on innovative financing mechanisms and also on the new EU Agenda 2014-2020. The session closed with presentations and discussions of how hospitals could be encouraged to become leaders in community energy projects – a key factor in the move to increased RES and, eventually, zero carbon hospitals. This document provides examples of hospitals in Europe and elsewhere that have invested in renewable energy systems. Its purpose was to provide evidence to support the production of a RES Guide for European Hospitals, which is one of the planned outputs of the RES-HOSPITALS project.

The long list of examples in the following pages may also be useful to other hospitals that are considering investment in RES and to encourage peer networks to develop. It is therefore our intention to update the table of examples during the lifetime of the RES-HOSPITALS project.
